U.S. "in contact with all sides" on Iran sanctions (Reuters)

TOKYO (Reuters) ? The United States is in close contact with all parties including China on new sanctions against Iran, suspected by the West of developing nuclear weapons, Deputy Secretary of Energy Daniel Poneman said on Thursday.

Poneman also said the United States would work with partners to ensure the global oil market remains well supplied.

"The United States is in very frequent and close contact with many members in the international community, certainly including China, our key partner in the U.N. Security Council," he told reporters of consultations on the sanctions.

"So we have very robust and continued consultation with all of those partners, including China."

His comments came a day after the U.S. House of Representatives passed legislation Wednesday that would expand sanctions on Iran, cracking down on a wider range of energy issues and closing some loopholes in existing energy and financial sanctions.

Some senators in both parties are also working on legislation to tighten sanctions on Iran, the world's fifth-biggest oil exporter.

"We'll have many consultations with U.S. Congress and I think you'll end up hearing the United States and the international community speaking with one voice in terms of the importance of Iran responding to these global requirements to comply with their international commitments," Poneman said.

Asked if the United States was concerned if China, the biggest buyer of Iranian crude, kept importing while other countries cut, he declined to comment directly but said it was important the oil market was well supplied.

"If the market remains well supplied, then alternatives to Iranian purchases are going to be available. That is why we particularly welcome continued efforts by the existing producers. I'm pleased also to see the production coming back," he said, referring to output resumption from Libya and Iraq.

"As long as we can work, with producers and consumers, to make sure that global market requirements and those of individual nations are met, that's the best thing we can do in the short term."

In the long term, it was important to change excess dependence on oil imports and diversify to other types of energy sources, such as nuclear power and renewable, he said.

Poneman was visiting Tokyo to discuss issues including nuclear cooperation with Japan following the radiation crisis at the Fukushima Daiichi power plant triggered by the March 11 earthquake and tsunami.

GOP's Gingrich scrambles in Iowa for caucuses

(AP) ? Republican presidential candidate Newt Gingrich has little choice but to rely on momentum to carry him to victory in the Iowa caucuses.

He has a skeleton campaign organization in a state where successful caucus candidates typically have had well-built machines aimed at turning out supporters. To build a stronger operation with less than three weeks until the leadoff 2012 contest, he has to scramble.

The former House speaker is hoping the typical rules don't apply to him, in a campaign that already has been far from typical.

"You're not going to have a successful campaign in the caucuses on organization alone," said John Stineman, an uncommitted Iowa Republican who ran Steve Forbes' 2000 caucus campaign. "You have to have some heat. Newt's getting hot at the right time. It's a matter of whether he can sustain the heat."

Getting a winning share of support from caucus goers in 1,774 precinct-level party meetings across the state on a cold, early January night requires some level of coordination, such as nailing down supporters in each of Iowa's 99 counties.

Gingrich, whose mass staff departures in June stunted his Iowa campaign, is trying to cobble together his Iowa team using emerging social media methods and time-tested grass-roots work.

He has only nine staffers in Iowa, fewer than most of his rivals. He opened his campaign office just two weeks ago, while others have had state headquarters for months. And while Gingrich's fundraising has picked up, he hasn't had the vast sums former Massachusetts Gov. Mitt Romney and Texas Gov. Rick Perry have had at their disposal.

But just as his late rise in Iowa has had more to do with his performance in the national debates than campaigning in the state, his Iowa organization is benefiting from the notice he's sparked nationally.

Gingrich has argued that his message, timing and the Internet can help him close the organizational gap.

His full-frontal attack on President Barack Obama has been what some GOP activists in Iowa say is the confrontational approach they've been looking for in a potential challenger to the well-funded incumbent.

Gingrich, who has asked his supporters to remain positive as he faces attacks, is on the air in Iowa with a positive spot. Time is running out for effective advertising messages to stick, with candidates unlikely to air attack ads over the holidays.

He rolled out a new TV ad on Thursday that chides his rivals for going negative.

"These are challenging and important times for America. We want and deserve solutions," Gingrich says. "Others seem to be more focused on attacks rather than moving the country forward. That's up to them."

"I believe bold ideas and new solutions will unleash America's creative spirit," Gingrich adds.

Gingrich's message attacking Obama and pledging a positive campaign versus his GOP rivals has helped bring potential supporters to his website. It has netted supporters around the country who have made, on average, 1,200 telephone calls per night to Iowa Republicans in the past week, Gingrich deputy Iowa director Katie Koberg said.

Through the same site, a dozen supporters from out of state have traveled to Iowa to log days helping the campaign, Koberg said.

It's a far cry from Texas Rep. Ron Paul's campaign, with its statewide supporter network that includes niche groups such as students and doctors.

Although Romney has campaigned in Iowa less often than he did four years ago, his team has kept after supporters of his 2008 campaign, a massive $10 million effort that earned him second place.

That year, former Arkansas Gov. Mike Huckabee won the caucuses with a threadbare staff. He was the overwhelming favorite of evangelical Christian conservatives, who functioned as an influential network but were not necessarily organized by the Huckabee campaign.

Gingrich is not the unanimous favorite of evangelicals, but he has the momentum Huckabee did.

"You can't confuse organization with paid staff," said Tim Albrecht, who was Romney's 2008 Iowa campaign spokesman but is uncommitted this year. "Gingrich has a Huckabee quality to him ? late getting in place but with a ready audience, those longtime caucus veterans who don't need any hand-holding to get them to caucus."

Given the fluidity demonstrated in Iowa polls, Gingrich could benefit from late-deciding caucus goers. And he has picked up a number of key GOP activists. The campaign rolled out a list of them from across the state and different segments of the party late Wednesday, aimed at portraying Gingrich as a unifying candidate.

They include former Iowa Republican Party Chairman Ray Hoffmann and Dean Kleckner, former president of the American Farm Bureau Federation. Kleckner had been a top Iowa backer of Herman Cain before the Georgia businessman quit the race Dec. 3.

Another key pickup known for his organizational heft is Darryl Kearny, a former finance director of the Iowa Republican Party and now the key finance official for Polk County, Iowa's most populous.

"I realize they have a lot of catching up to do," said Kearny, who has amassed a massive Rolodex in his 30-plus years as an Iowa party activist and campaign operative. "But I'm networking with everyone I know, calling and emailing, trying to pass on the word about Newt."

Cuban-Americans eye travel limit budget amendment (AP)

MIAMI ? Cuban-Americans are closely watching an amendment to a $1 trillion-plus spending package that would restrict their ability to travel and send money to relatives in Cuba.

The amendment by Florida Cuban-American Republican U.S. Rep. Mario Diaz-Balart would roll back the law to Bush-era limits of one trip every three years.

Older Cuban-Americans who came shortly after the revolution and have few connections to the island tend to support limited travel and remittances. They see the amendment as a way to limit cash to the Cuban government.

The majority of Cubans who have come in the last 20 years tend to have family on the island and want to help relatives any way possible. But they are also less likely to vote or contribute to political campaigns.

Jerry Sandusky Hearing Live Updates: Ex-Penn State Assistant ...

Jerry Sandusky walked out of a Bellefonte, Pa. court moments after he arrived, waiving his right to a preliminary hearing and sparing the former Penn State assistant football coach the humiliation of having his alleged victims outline their accusations of sexual abuse in open court.

The decision to bow out allowed Sandusky's legal team to avoid potentially damaging revelations about their client, who stands accused of more than 50 counts of child sex abuse. But it also means that Sandusky's attorneys passed on an opportunity to take a look at the prosecution's playbook before the case goes to trial.

Sandusky is scheduled to be arraigned on Jan. 11.

Eleven victims and witnesses were expected to testify against Sandusky. Following the preliminary hearing, a judge would have decided whether there was enough evidence to put the former assistant coach on trial.

The preliminary hearing was expected to provide new details that were not revealed during earlier grand jury hearings. Those details may have further tarnished Sandusky's reputation -- but they could have helped his defense team concoct a strategy before going to trial.

Sandusky's decision to waive the preliminary hearing has sparked speculation about a possible plea deal, though prosecutors insist there have been no such discussions.

Sandusky has denied all of the accusations against him

"We fully intend to put together the best possible defense and stay the course for four full quarters," Sandusky said while leaving the courtroom, according to the Twitter feed of Pittsburgh Post-Gazette reporter Ron Musselman.

In a news conference, Sandusky's attorney Joe Amendola said his team made the decision to waive the preliminary hearing after realizing they would not be able to use it to conduct a "reasonable cross-examination" of witnesses.

Amendola said "credibility" would be the main factor in the case, and insisted it was the state that forced witnesses into the courtroom this morning.

"We did not drag people into court, in fact we tried to avoid that," he said.

Earlier this week, Amendola said Sandusky was "looking forward to the opportunity to face his accusers."

The allegations against the former coach have lead to the ouster of football coach and Penn State icon Joe Paterno as well as university president Graham Spanier.

Amendola concludes his statements. Attorney Ben Andreozzi, who represents "Victim Four," reads a statement on behalf of his client:

This is most difficult time of my life. I can't put into words how unbearable this has been, physically and mentally. I can't believe they put us through this only to waive the hearing. Regardless of decision to waive, nothing has changed. I still will stand my ground and testify the truth.
I grew up in an Italian family where we all hugged and kissed everybody. Grandparents patted our butts. It wasn't about sex.
I don't want to be here, folks. I have a very active practice in a small county. This case is taking up a lot of my time.

Sandusky's attorney, Joe Amendola, says he hopes his client will speak to the media -- despite much-criticized interviews with The New York Times and NBC's "Rock Center."

I'd like [Sandusky] to talk to media because he has a lot to tell you. We have to evaluate under what circumstances it can happen. ... We have a number of these kids, who are no grownups, who will testify on Sandusky's behalf. Everyone who's come out on Jerry's behalf have been trashed. But they will come out. Jerry will fight these charges.
"I think the commonwealth is out to get [Sandusky] in every way they've handled this case ...

Jerry Sandusky will not be in court on Jan. 11. He will waive. Please don't make reservations. You won't need them."

Sandusky has waived formal arraignment on Jan. 11. Amendola says his client will plead "Not guilty."

"We wanted to cross examine Mike McQueary. The credibility of McQueary has been put into great question prior to today. Having realized McQueary's credibility was already in grave issue, we decided it made more sense to waive this hearing and work on defense. Many of the alleged victims already have civil attorneys. What greater motivation could there be to say 'I'm a victim' than money?"

"If Jerry Sandusky is innocent, which he's maintained, then he's a victim. He's on house arrest and the media has been outside his house 24/7."

NRC chief: Nuke industry must heed lesson of Japan (AP)

WASHINGTON ? The nation's nuclear safety chief said Tuesday he is worried that U.S. nuclear plant operators have become complacent, just nine months after the nuclear disaster in Japan.

Gregory Jaczko, chairman of the Nuclear Regulatory Commission, said recent instances of human error and other problems have endangered workers and threatened safety at a handful of the 65 nuclear power plants in the United States.

Workers at nuclear plants in Ohio and Nebraska were exposed to higher than expected radiation levels, Jaczko said, while three other plants were shut down for months because of safety concerns ? the first time in more than decade that several plants have been shut down at the same time.

The Crystal River nuclear plant in Florida and Fort Calhoun in Nebraska remain shut down, while the earthquake-damaged North Anna plant in Virginia reopened last month after being shut down for three months.

Jaczko said he was not ready to declare a decline in safety performance at U.S. plants, but said problems were serious enough to indicate a "precursor" to a performance decline.

"We need to make sure that (nuclear) licensees continue to do the right thing for safety. That's the number one thing going forward," Jaczko said at a meeting with reporters at NRC headquarters. "There are some things we want to keep an eye on to make sure we are not seeing really true declines in performance."

Jaczko said incidents at Cooper Nuclear Station in Nebraska and Perry Nuclear Power Plant in Ohio "almost led to workers getting very, very significant doses" of radiation. Jaczko blamed the incidents on human error and improper work plans. The incidents show the need to focus on more than plant construction and technical solutions that provide increased protection against earthquakes, flood and fires, Jaczko said.

"The softer side of the safety business can have a real impact," he said, referring to plant operations and worker performance.

In response to the Japan disaster, the NRC approved a number of steps to improve safety at the nation's 104 nuclear reactors. The changes are intended to make the plants better prepared for incidents they were not initially designed to handle, such as prolonged power blackouts or damage to multiple reactors at the same time.

"This has been a year driven by events in Japan," Jaczko said.

Even so, the year was remarkable for natural disasters at home.

The North Anna plant in Virginia shut down when an Aug. 23 earthquake caused peak ground movement about twice the level for which the plant was designed.

Other U.S. reactors were threatened by severe flooding in the Midwest and tornado damage in the Southeast.

The NRC has conducted a greater number of special inspections this year ? 20 so far ? than at any point in recent memory, Jaczko said. The inspections were all prompted by site-specific concerns, but could indicate broader problems, Jaczko said.

Two plants, Fort Calhoun and the Browns Ferry nuclear plant in Alabama, have been placed at the NRC's highest level of concern and are subject to additional inspections and public meetings, Jaczko said. Both have had repeated safety problems.

Two other plants, the Perry plant in Ohio and Susquehanna in Pennsylvania, are at the next-highest level of scrutiny. Ninety-one of the nation's 104 nuclear reactors were performing at the highest level and operating with the normal level of inspections.

On other issues, Jaczko said staffing limitations caused by a flat budget could delay license renewals for existing nuclear plants.

"There are resource limitations," he said. It "may take us a little bit longer to get through the reviews" for license renewals.

Jaczko also said he is "very comfortable" with the steps the agency took to close out its review of the Yucca Mountain nuclear waste dump in Nevada.

An inspector general's report released last June said Jaczko intimidated staff members who disagreed with him and withheld information from members of the commission to gain their support. Several high-ranking employees at the independent agency complained that Jaczko delayed and hindered their work on the Yucca project.

Jaczko said the actions he took were consistent with the law.

"Sometimes when you have difficult decisions, you have challenging conversations. I think in the end the agency did its job," he said.

Republicans have accused Jaczko, a Democrat and former aide to Senate Majority Leader Harry Reid of Nevada, of political bias in directing the NRC to stop work on its review of Yucca Mountain. Jaczko denies any wrongdoing.
