UK, Scottish leaders to meet on independence vote (AP)

LONDON ? Britain's prime minister will meet with the leader of Scotland on plans for an independence vote.

But David Cameron's office said Alex Salmond should first attend talks scheduled for Thursday with Scottish Secretary Michael Moore, a member of Cameron's Cabinet.

Salmond has said a vote on whether Scotland should sever its ties from Britain and become an independent state should take place in 2014.

Cameron's government has said Scotland's semiautonomous Parliament doesn't have necessary legal powers to hold a binding referendum.

It has offered the Scottish administration powers to hold the vote, but indicated it should take place within 18 months and ask only whether Scotland should quit the United Kingdom or not.

Two more bodies found on ship, three people rescued (Reuters)

GIGLIO, Italy (Reuters) ? Three survivors and two more dead bodies were pulled from the partially submerged wreck of a cruiseliner off the Italian coast, while a search continued though thousands of cabins for 15 people still missing.

In the early hours of Monday, the massive 114,500 ton Costa Concordia wallowed on its side only meters from the picturesque Tuscan port of Giglio, with rescuers continuing a painstaking search for survivors or bodies.

The 290-metre long vessel, a multistorey floating resort carrying 4,229 passengers and crew, foundered and keeled over after being holed by a rock on Friday night. A total of 64 people were injured in the accident, health authorities said.

Sunday's discovery of the bodies of a Spanish and an Italian man, both wearing life jackets, brought the known death toll to five. The bodies of two French tourists and a Peruvian crewmember were found on Saturday.

Rescuers plucked a South Korean honeymoon couple and an injured crewmember alive from the wreck on Sunday. But as time passed, the prospects of finding more passengers alive grew ever more uncertain.

The ship's captain, Francesco Schettino, was arrested on Saturday on charges of manslaughter, causing a shipwreck and abandoning ship. The first officer was also detained.

The ship's owners, Costa Crociere said Schettino appeared to have made a serious error in coming too close to shore and had not followed standard emergency procedures.

"The route followed by the ship was too close to the coast and it seems that his decisions on the management of the emergency did not follow the procedures of Costa Crociere, which are in line with and in some cases go beyond international standards," said the company, a unit of Carnival Corp. & Plc, the world's largest cruiseliner operator.

Investigators were working through evidence from recorders - the equivalent of the "black boxes" carried on planes - to try to establish the precise sequence of events behind the accident, which occurred in calm seas and shallow waters.

Searching the vast ship for survivors was like combing through a small town - but one tilted on its side, largely in darkness, partly underwater and full of floating debris.

The discovery of the bodies on Sunday dampened earlier euphoria when a helicopter lifted off injured chief purser Manrico Gianpetroni, hours after rescuers made voice contact with him deep inside the stricken, multi-storey vessel.

Gianpetroni, who had a broken leg, was winched up from the ship on a stretcher and taken to hospital.

"I never lost hope of being saved. It was a 36-hour nightmare," he told reporters.

TITANIC

As the search for survivors and bodies continued, attention began to turn to the wreck itself, which loomed over the little port of Giglio, a picturesque island in a maritime nature reserve off the Tuscan coast.

Dutch salvage experts said the ship's oil tanks did not appear to have been holed, reducing the risk of an oil spill in the pristine waters, and dredgers were expected to begin pumping some 2,380 tons of fuel from the ship in the next few days.

However dealing with the ship itself is likely to prove a daunting task and will need extremely careful planning, coastguard official Ilarione dell'Anna told SkyTG24 television.

"This will not be simple," he said. "The alternatives are removing it, refloating it or not removing it but leaving it in place and cutting it into sections."

Paolo Tronca, a local fire department official, said the search would go on "for 24 hours a day as long as we have to" and that rescue workers were using sniffer dogs in the section of the ship above water.

As the search continued, there were demands for explanations of why the vessel had come so close to the shore and bitter complaints about how long it took to evacuate the terrified passengers.

Costa Crociere expressed "deep sorrow" for the accident. It said all the crew members had been properly trained in safety procedures and the ship was fully equipped with lifevests, medical supplies and other safety equipment.

State prosecutor Francesco Verusio said investigations might go beyond the captain, who he said had abandoned the vessel not long after midnight, before all the passengers were taken off.

"We are investigating the possible responsibility of other people for such a dangerous maneuver," he told SkyTG24 television. "Command systems did not function as they should."

He said the ship had come within 150 meters (yards) of the coast, which he called "incredibly close."

Schettino has told Italian television that the ship hit rocks that were not marked on maps and were not detected by navigation systems. He said the accident occurred some 300 meters from the shore.

Agnese Stella, a 72-year-old housewife who has lived on Giglio for 50 years Said the ship appeared to have come much closer in than it normally did.

"It came much too close, it never comes this close normally," she told Reuters.

Russian Mars Probe to Crash Soon, With World Watching (SPACE.com)

A coordinated global campaign is monitoring a wayward Russian Mars probe that's slated to crash to Earth in the next few days, the European Space Agency has announced.

The doomed Phobos-Grunt spacecraft, which Russian officials estimate will re-enter Earth's atmosphere between Saturday and Monday (Jan. 14-16), is now officially a target for the 12-member Inter-Agency Space Debris Coordination Committee, or IADC for short.

"An IADC re-entry prediction campaign is ongoing since January 2. Phobos-Grunt was identified to be no high-risk object," said Heiner Klinkrad, head of the space debris office at the European Space Agency's (ESA) European Space Operations Centerin Darmstadt, Germany. "Hence, this will be adopted as our annual 'test campaign' for 2012," he told SPACE.com.

The determination that Phobos-Grunt is not a high-risk?piece of space junk ?is due to the relatively low dry mass of the errant spacecraft ? just 2.5 tons. There is about 11 tons of toxic propellant onboard, adding up to the probe?s total mass of 13.5 tons.

According to ESA, studies by the Russian space agency (known as Roscosmos) and NASA indicate that Phobos-Grunt's fuel tanks should burst high above the Earth, releasing a load of propellant that will subsequently dissipate. [Photos of the Phobos-Grunt mission]

"Because it was stuck in low Earth orbit rather than heading towards Mars, this has meant that it's full of fuel too," said Alice Gorman, a lecturer in the School of Humanities, Department of Archaeology at Flinders University in South Australia.

Gorman specializes in space archaeology and noted that the fuel tanks, according to the Russian space agency, are made of aluminum.?

"More than 50 percent of all re-entered spacecraft material is titanium, beryllium or steel, which has a melting point twice that of aluminum, so the likelihood of the fuel tanks surviving is very low,? Gorman said. "The fuel is reported to be hydrazine and nitrogen tetroxide, which boil at 113 degrees Celsius and 21 degrees C (235 F to 69 F) respectively, so it will evaporate at high altitude once the tanks go."

Phobos-Grunt leftovers

Roscosmos has said that, at most, 20 to 30 fragments of Phobos-Grunt, weighing a total of less than 440 pounds (200 kilograms), may reach Earth?s surface. However, given that most of our planet's surface is covered by water, the probability that these pieces will fall onto populated terrain is seen as very small.

Phobos-Grunt also carries a small Chinese Mars orbiter called Yinghuo-1. Chinese state media declared the Yinghuo-1 probe a loss back in mid-November.

ESA?s Space Debris Office in Darmstadt hosts the IADC database that's used to exchange orbit data and re-entry predictions among IADC members, a membership roster that includes NASA and Roscosmos.

IADC member agencies also include European national agencies and the Chinese, Canadian, Japanese, Ukrainian and Indian space agencies.

Results from the Phobos?Grunt monitoring campaign will be used by IADC members to improve their models and make future predictions of space debris re-entry more accurate, officials said.

"Taking this step demonstrates the increasing trend by space actors to take voluntary cooperative action to protect the space and Earth environments and share risk," said Joanne Irene Gabrynowicz, director of the National Center for Remote Sensing, Air, and Space Law at the University of Mississippi School of Law.

"It is a practical application of the legal fact that outer space is a global commons," Gabrynowicz told SPACE.com.

Survivable return capsule

Predicting the exact time that Phobos-Grunt will slip into Earth?s atmosphere ?and over what part of the Earth the craft will re-enter ? is anybody?s guess at the moment.

"Right now, due to the large number of uncertainties in the orbit and space environment affecting the satellite, the indications are that Phobos-Grunt could re-enter between January 13-17, between 51.4 degrees north and 51.4 degrees south," Klinkrad said in a recent ESA statement.

Phobos-Grunt launched on Nov. 8 (Nov. 9 in Moscow). The probe was supposed to land on Phobos ? one of two moons circling the Red Planet ? collect soil samples and then send those specimens back to Earth in 2014 ("grunt" means "soil" in Russian).

However, shortly after launch, the probe failed to boost itself out of Earth orbit on an interplanetary trajectory.

That's LIFE

The wayward Russian probe carries a nose-cone-shaped descent vehicle that was designed to haul back to Earth bits and pieces of Phobos. That hardware is likely to survive re-entry, since it was built to plunge through Earth?s atmosphere and make a hard landing.

The return capsule was supposed to touch down at the Sary Shagan missile test range in Kazakhstan.

Tucked inside the capsule is the Living Interplanetary Flight Experiment (LIFE) designed and built by the Planetary Society, a United States-based nonprofit organization. This biomodule was devised to assess how spending years in deep space affects organisms.

"Because we can?t predict the details of the re-entry, we can?t predict whether the Phobos LIFE biomodule will survive re-entry, and certainly we can't predict whether it will land somewhere it could be recovered," said the Planetary Society?s Bruce Betts, LIFE project manager.

"In the unlikely event the Phobos LIFE biomodule is recovered, we would want to study the organisms inside," Betts told SPACE.com. "Though the primary goal of 34 months in deep space will not have been achieved, there would be some scientific value to study the organisms after two months in low-Earth orbit."

(AP) ? The parents of Natalee Holloway, the American teenager who disappeared in Aruba in 2005, say their ordeal hasn't ended with a judge declaring their daughter dead. Their lawyers say they hope a young Dutchman seen leaving a bar with Holloway on the last day she was seen alive might ultimately be brought before a U.S. court on charges stemming from the case.

Joran van der Sloot, 24, pleaded guilty Wednesday in Peru to the 2010 slaying of a young woman he had met in a Lima casino. That plea from the Dutchman described as the prime suspect in the Holloway case came hours before Thursday's hearing in a Birmingham court where Dave and Beth Holloway watched the difficult step of a judge ruling their daughter legally dead.

"We've been dealing with her death for the last six and a half years," Dave Holloway said after Thursday's hearing. He said the judge's order closes one chapter in the ordeal, but added: "We've still got a long way to go to get justice."

Thursday's hearing was scheduled before van der Sloot ? who had been questioned in Holloway's disappearance ? pleaded guilty to the 2010 murder of a 21-year-old Peruvian, Stephany Flores. Flores was slain five years to the day after Holloway, an 18-year-old from the wealthy Birmingham suburb of Mountain Brook, disappeared.

Dave Holloway said he hopes van der Sloot, who awaits sentencing, gets a 30-year prison term sought by Peruvian prosecutors. Shortly after Flores' death on May 30, 2010, van der Sloot told police he had killed the woman in Peru in a fit of rage after she discovered on his laptop his connection to Holloway's disappearance. Police forensic experts disputed the claim.

"Everybody knows his personality. I believe he is beyond rehabilitation," Dave Holloway said.

Attorneys said both parents spoke of hopes that van der Sloot's next stop will be Birmingham, where he faces federal charges accusing him of extorting $25,000 from Beth Holloway to reveal the location of her daughter's body. Prosecutors said the money was paid, but nothing was disclosed about the missing woman's whereabouts.

Authorities said they believe the tall, garrulous Dutchman used the money to travel to Peru on May 14, 2010, where Flores was killed two weeks later. Van der Sloot is now jailed in Peru.

"I expect to see him in Birmingham," Dave Holloway said of van der Sloot on Thursday, shortly after Probate Judge Alan King declared his daughter dead.

Natalee Holloway disappeared on May 30, 2005, during a high school graduation trip to the Dutch Caribbean island where van der Sloot grew up. Her body was never found and repeated searches turned up nothing as intense media coverage brought the case worldwide attention.

Investigators have long worked from the assumption that the young woman was dead in Aruba, where the case was classified as a homicide investigation. That investigation remains open, though there has been no recent activity, said Solicitor General Taco Stein, an official with the prosecutor's office in Aruba.

"The team that was acting in that investigation still is functioning as a team and they get together whenever there is information or things are needed in the case or a new tip arrives," Stein said in a phone interview Thursday.

In Birmingham, Natalee Holloway's parents, who have been divorced since 1993, shook hands and talked briefly before Thursday's hearing. During the 10-minute proceeding, they looked on somberly.

Dave Holloway told the judge in September he believed his daughter was dead and wanted to stop payments on her medical insurance and use her $2,000 college fund to help her younger brother. Beth Holloway initially objected, but her lawyer, Charlie DeBardeleben, said she later changed her mind once she understood her husband's intentions.

Beth Holloway sat in the back row in court, staring at her hands as she held them in her lap most of the time. Her attorney said it was difficult for her to witness the judge signing the death declaration.

"She's ready to move on from this," DeBardeleben added.

Mark White, an attorney for Dave Holloway, told the judge before he ruled that there was no indication Holloway was alive ? despite exhaustive searches, reward offers and blanket media coverage at times.

"Despite all that no evidence has been found Natalee Holloway is alive," he told the judge.

King had ruled in September that Dave Holloway had met the legal presumption of death for his daughter and it was up to someone to prove she didn't die on the trip. Thursday's hearing was held after a wait of several months but no one came forward with new information.

Attorneys said they are unaware of any plans for a memorial service.

How the major stock indexes fared on Thursday (AP)

Stocks finished higher Thursday following a late-day drop in oil prices and news of strong bond auctions in Italy and Spain. Crude dropped below $100 per barrel for the first time this year. In Italy's first bond auction of the new year, it was able to sell one-year bonds at less than half the rate it had to pay last month. Spain was able to raise double the amount of money it had sought to raise in its own bond sale.

The Dow Jones industrial average rose 21.57 points, or 0.2 percent, to 12,471.02

The S&P 500 index rose 3.02 points, or 0.2 percent, to 1,295.50.

The Nasdaq composite index rose 13.94 points, or 0.5 percent, to 2,724.70.

So far this week:

The Dow is up 111.10 points, or 0.9 percent.

The S&P 500 is up 17.69, or 1.4 percent.

The Nasdaq is up 50.48, or 1.9 percent.

For the year to date:

The Dow is up 253.46 points, or 2.1 percent.

The S&P 500 is up 37.90 or 3 percent.

The Nasdaq is up 119.55, or 4.6 percent.

No Ferguson extradition over Turkey film: UK source (Reuters)

LONDON (Reuters) ? There is no prospect of Sarah Ferguson, the Duchess of York, being extradited to Turkey to face criminal charges over her undercover reporting for a TV documentary on Turkish orphanages, a British interior ministry source said on Friday.

Turkey sought Ferguson's extradition after a Turkish court accused her of "breaking the law in acquiring footage and violating the privacy of five children" while making the documentary in 2008, Turkey's Anatolian news agency said.

The charges carry a maximum jail term of 22 years six months.

Ferguson, the former wife of Queen Elizabeth's second son Prince Andrew, posed as a potential charitable donor to visit state orphanages in Turkey and Romania, followed by hidden cameras, to highlight poor conditions at rehabilitation centers for mentally handicapped children.

The documentary, made by British channel ITV's "Tonight" program, reported cases of children being tied to beds and disabled children being neglected by overworked staff.

Ferguson later apologized for any embarrassment the documentary might have caused Turkey.

Britain's Home Office (interior ministry) said in a statement "The Home Office can confirm it has received a formal request for mutual legal assistance concerning Sarah, Duchess of York. It is not appropriate to comment further."

A ministry source said there was no question of the Duchess being extradited to Turkey. "It has to be an offence in both the countries' laws. It's not an offence in UK law so the duchess won't be extradited," the source told Reuters.

Asked about the possibility of extradition to Turkey, Ferguson told Reuters in 2009: "I am a human rights activist for children. I'm apolitical and multi-faith. I go with the governments, not against them.

"But I will be a foghorn for silent whisperers if I feel that children are not given the life that they should be given. In other words if they're in institutions and haven't even seen the light of day, that doesn't sit well with me."

The poor conditions in state orphanages and psychiatric centers in Turkey have been the subject of several domestic and international investigations.

At the time, Turkish officials accused Ferguson of smearing Turkey's image with the aim of increasing opposition to Ankara's bid to join the European Union.

Predominantly Muslim Turkey began EU membership negotiations in October 2005, but talks have slowed to a halt because of opposition in some member states and what the EU says is lack of reforms on human rights, freedom of expression and other areas.
