(AP) ? Arizona Gov. Jan Brewer said Friday she would not move up the state's presidential primary by nearly a month, avoiding at least for now a high-profile spat in the Republican Party over the schedule of the 2012 White House race.

The Republican governor told The Associated Press, however, that she'll leave open the option of moving the primary earlier than the current date of Feb. 28, just not as early as Jan. 31.

"Sometime after the 31st is still possible," Brewer said in an interview. "I'm going to keep looking at that, to see what fits our best interests."

She also announced the Republican National Committee has tentatively agreed to schedule one of the debates among GOP presidential candidates in Arizona. Brewer had indicated Thursday that she might back off the plan to move the primary if the state could host a presidential debate.

"It's a big win for Arizona and a big win for America so that we can have our issues discussed," Brewer said in an interview, citing concerns on border security, Medicaid and education. "Now is the time."

Brewer's suggestion that she would move up the primary may have represented "an outrageous first offer" in a bid to get a debate, said Josh Putnam, a visiting assistant professor at Davidson (N.C.) College who monitors and blogs on the scheduling of presidential nominating contests.

"This seems like something of a negotiation," Putnam said.

Brewer said her decision did not hinge on getting a debate, and RNC Chairman Reince Priebus referred to the debate as a "second topic" in a letter to Brewer that also addressed scheduling of the primary.

In the letter obtained by The Associated Press, Priebus said Arizona will lose half of its 2012 convention delegates because even the Feb. 28 date is too early under RNC rules. There is no provision for a waiver, he told Brewer in the letter.

The letter confirmed that RNC officials had preliminarily authorized a debate in Arizona, subject to consideration of a formal application due from the state party.

Under state law, which requires any change to be made at least 150 days in advance, Saturday was the deadline to change the primary to Jan. 31.

Brewer's decision was closely watched because it could have created a domino effect in the White House election calendar. Other states may have moved their contests to get ahead of Arizona.

Iowa is scheduled to hold its caucuses on Feb. 6, followed by the New Hampshire primary on Feb. 14, the Nevada caucus on Feb. 18, the South Carolina primary on Feb. 28 and Super Tuesday on March 6.

Arizona law lets governors move up the primary date, and Brewer disclosed in late July that she was considering a change to give the state a greater platform to bring attention to issues such as immigration.

The state Republican Party's chairman, Tom Morrissey, called the debate an "exciting opportunity" for voters to scrutinize the candidates "and make certain that issues critical to Arizona and the Southwest are addressed in a serious and substantive matter."

Several presidential candidate debates have been held in Arizona. The general election nominees debated in Arizona in October 2004, and Republican primary election candidates debated twice in the state in late 1999.

Learning is one the key threads of our lives, because we never stop learning. One of my favourite sayings is ?A Clever Man Learns From His Mistakes?, but an even better expression is that ?A Wise Man Learns From the Mistakes of Others?. That?s what self help books do for you. They provide the learning to ensure you get it right. To many people believe that life is a struggle, that you have to work hard to be successful, that nothing comes easily. So although I agree that you do have to work hard, it doesn?t have to be hard work. If you find something you really enjoy, or ?The Thing that makes your heart sing?, then work can become pleasurable. Therefore working hard becomes pleasurable, and already your journey is easier.

Again, this is where self improvement books can help. Using many of the exercises authors of such literature provide, can help you identify what that ?thing? is. It?s a form of coaching or help from somebody who is totally detached from your situation and can be completely objective. Self Help Books and these sorts of exercises really get you to look inside yourself and identify who you want to be, rather than letting life dictate what happens to you. Another benefit that comes from Self Help Books, is inspiration. We have to believe we can achieve, or we won?t even try. These books through the stories and experiences that I mentioned early, often help us see through the challenges of today, and enable us to believe in what might be.

You can change everything, it does require work and self help books do have a part to play. So do read books to help you grow and never listen to the nay sayers who say don?t. PORT-AU-PRINCE, Haiti ? Several hundred Haitians demonstrated Monday in support of an 18-year-old man who says he was sexually assaulted by peacekeepers from Uruguay on a U.N. base along the southern coast of Haiti.

Haitian President Michel Martelly "vigorously condemned" the alleged assault in the town of Port-Salut, saying in a statement that it was an "act that revolts the national conscience."

Protesters in Port-Salut called for reparations over the alleged assault, which threatened to worsen the reputation of the U.N. in Haiti. Many Haitians view the world body as an occupying force and are still angry over a cholera outbreak that was inadvertently brought to the country by peacekeepers from Nepal last year.

In a statement Sunday, the Uruguayan defense ministry said a U.N. preliminary investigation had found that the men did not sexually abuse the Haitian teen but that they committed misconduct by allowing a civilian into their barrack and could face severe penalties.

The video of the encounter is clearly sexual in nature. However, a U.N. spokeswoman in Haiti, Eliane Nabaa, said the U.N. had not come to any conclusions.

Dr. Clifford Gauthier, a physician who examined the young man a month after the alleged attack, told the AP he found evidence that was consistent with signs of sexual abuse even five weeks after the attack. He said he asked the young man why he waited so long for treatment and didn't get an answer.

Resting on a white sheet in a cinderblock home, the teenager recalled the encounter. "I was scared, very scared," he told The AP on Saturday. The Associated Press typically does not identify possible victims of sexual assault.

His mother said "When I saw the video, I stopped sleeping."

A Haitian judge, Paul Tarte, provided the AP with a slightly longer version, purportedly taken directly from a soldier's phone, which is clearer. It shows several Uruguayan troops pinning the young man face down on a mattress, laughing and pulling his pants down. They shout "What's the problem here?" as the man repeatedly responds "No problem."

Then, the Uruguayans laugh as a shirtless peacekeeper stands in between the man's legs and seems to simulate a sex act until others shout "stop, Crazy." The peacekeeper then slaps the man's naked rear end several times and steps away.

For several seconds toward the end of the episode, it's not clear whether the teen is laughing or grimacing.

Uruguayan Navy spokesman Sergio Bique told Uruguay's El Pais newspaper that the preliminary U.N. investigation "doesn't see this as an attempted rape, based on the attitude of the troops, who were all completely clothed."

"This was a joke in bad taste, at a bad time and a bad place," Bique said.

The case has embarrassed Uruguay's military, which has 900 troops among the 12,000 U.N. military and police personnel in Haiti, and it has fed complaints that the U.N. mission has been abusive to the local population.

Uruguay's Defense Ministry has removed its military commander in Haiti, though it did not release his name, and it said on Sunday that officials began investigating the case as soon as they knew of the video. The ministry said it is cooperating with U.N. and Haitian officials and that anyone found guilty would be prosecuted in Uruguay. The country's Navy commander has threatened anyone convicted with a dishonorable discharge and loss of retirement benefits.

The military says the soldiers at least violated rules against having outsiders in their barracks.

The secretary of Uruguay's presidency, Alberto Breccia, said later Monday that the Defense Ministry had presented criminal charges against the peacekeepers. He did not specify the charges.

The episode began when a soldier took the youth into the base in Port-Salut, according to the judge and the mother of the alleged victim.

The Haitian teen often hung out in front of the base, cracking jokes with peacekeepers, according to his own testimony and that of neighbors.

"He's always talking to them," said Fredolain Cazir, 20, who lives beside the compound.

Two young Haitians told the AP they found the image on Aug. 30 after a soldier named Leo gave them his cell phone so they could download local music onto it. They said they recorded the video and passed it to a local journalist.

The U.N. soldiers and police deployed nationwide have been key in supporting Haiti's economy and providing security since the mission arrived in 2004 after former President Jean-Bertrand was toppled in a rebellion.

President Martelly has called for a reduced U.N. presence in Haiti, with troops focusing more on development instead of security matters, and he campaigned for a revival of the Haitian Army, which was dissolved in 1995 because of human rights abuses.

Turkey says it will challenge Gaza blockade

Turkey is preparing to challenge Israel's blockade on Gaza at the International Court of Justice, the foreign minister said Saturday, ratcheting up tensions between the once close allies.

Ahmet Davutoglu's comments came a day after Turkey expelled the Israel's ambassador and severed military ties with the country, angered over its refusal to apologize for last year's deadly raid on a Gaza-bound aid flotilla that killed nine pro-Palestinian activists.

In an interview with Turkey's state-run TRT television, Davutoglu dismissed a U.N. report into the raid that said Israel's naval blockade of Gaza was a legal security measure. Davutoglu said the report ? prepared by former New Zealand Prime Minister Geoffrey Palmer and former Colombian President Alvaro Uribe, and presented to U.N. Secretary-General Ban Ki-moon ? was not endorsed by the United Nations and was therefore not binding.

"What is binding is the International Court of Justice," Davutoglu said. "This is what we are saying: let the International Court of Justice decide."

"We are starting the necessary legal procedures this coming week," he said.

But Israeli Deputy Foreign Minister Danny Ayalon said his country has nothing to apologize for and that it has done all it could to avoid a crisis with Turkey. He said the Turks apparently intended to raise tensions with Israel for its own reasons.

"The problem here is on the Turkish side. ... They were not ready for a compromise and kept raising the threshold," Ayalon said on Israeli TV Saturday. "I think we need to say to the Turks: as far as we are concerned, this saga is behind us. Now we need to cooperate. Lack of cooperation harms not only us, but Turkey as well."

Davutoglu said the U.N. report released Friday contradicted an earlier report on the Gaza flotilla incident which found that Israeli forces violated international law when they raided the flotilla. That report was prepared in September by three human rights experts appointed by the U.N.'s top human rights body.

He also warned Israel that it risks alienation among Arab nations by resisting an apology.

"If Israel persists with its current position, the Arab spring will give rise to a strong Israel opposition as well as the debate on the authoritarian regimes," Davutoglu said.

On Friday, Turkey downgraded its diplomatic ties with Israel to the level of second secretary and gave the ambassador and other high-level diplomats until Wednesday to leave the country. In other measures against Israel, Turkey suspended military agreements, promised to back legal actions against Israel by the raid victims' families, and vowed to take steps to ensure freedom to navigate in the eastern Mediterranean.

Turkish officials refused to elaborate on their government's latest move, but some analysts suggested Turkey could send navy vessels to escort aid ships in the future.

Turkey's main opposition party on Friday warned that such a step could lead to confrontation between Turkish and Israeli forces. "The probability that (Turkey's ruling) party has carried Turkey to the brink of a hot conflict is saddening and unacceptable," said Faruk Logoglu, a deputy chairman of the opposition Republican People's Party.

On Saturday, Ban urged Turkey and Israel to mend ties for the good of the Middle East peace process. "I sincerely hope that Israel and Turkey will improve their relationship," Ban told reporters during a visit to Australia.

"Both countries are very important countries in the region and their improved relationship ? normal relationship ? will be very important in addressing all the situations in the Middle East, including the Middle East peace process," he said, referring to a negotiated Palestinian-Israeli peace pact.

Israeli Prime Minister Benjamin Netanyahu's spokesman said the U.N. committee's report concluded that Israel had acted within its rights and said he hoped it would help "put the relationship between Jerusalem and Ankara back on the right track."

"The U.N. commission clearly states that Israel acted legally in imposing the naval blockade to protect our people from the smuggling of rockets and weapons that are fired at our civilians," the spokesman, Mark Regev, said.

The U.N. report released Friday called the May 31, 2010 Israeli raid "excessive and unreasonable." The U.N. panel also blamed Turkey and flotilla organizers for contributing to the deaths.

Israel insists its forces acted in self-defense and says there will be no apology. Israeli officials pointed out that the report does not demand an apology. Rather, it says "an appropriate statement of regret should be made by Israel in respect of the incident in light of its consequences."
