Obama wants tax breaks ended to pay for jobs plan (Reuters)

WASHINGTON (Reuters) ? President Barack Obama on Monday proposed paying for his jobs plan by eliminating $467 billion in tax breaks for wealthier Americans and corporations, triggering a new battle with Republicans in Congress.

The White House objective is to put lawmakers in a difficult spot: Back Obama's jobs package or risk being portrayed as doing nothing to improve the U.S. unemployment crisis heading into the November 2012 elections.

But the Democratic president's proposals to pay for his $447 billion jobs plan will be hard for Republicans to swallow. They said the idea of taxing the wealthy and corporations was not in keeping with a bipartisan path he was seeking.

White House budget director Jack Lew said the biggest item in Obama's plan would raise $400 billion by limiting deductions and exemptions on individuals who earn more than $200,000 per year and families who earn more than $250,000.

He also proposed raising $18 billion by treating the earnings of investment fund managers as ordinary income rather than taxing it at lower capital gains rates.

He would eliminate many oil and gas industry tax breaks to raise $40 billion and change corporate jet depreciation rules to bring in another $3 billion.

Obama stepped up his campaign to sell his proposals to American voters as he prepared to send the jobs bill to lawmakers later on Monday.

"This is a bill that is based on ideas from both Democrats and Republicans, and this is a bill that Congress needs to pass -- no games, no politics, no delays," Obama said in an appearance in the White House Rose Garden, holding up a thick text of the legislation held together with a black clip.

The president, who pushed through an $800 billion economic stimulus package in 2009, will see his re-election chances hinging heavily on his ability to reduce stubbornly high unemployment above 9 percent.

The bottom line for Republicans was that Obama is now trying to pay for his jobs plan entirely with tax increases.

"It would be fair to say this tax increase on job creators is the kind of proposal both parties have opposed in the past," said Brendan Buck, spokesman for House of Representatives Speaker John Boehner, the top Republican in Congress.

"We remain eager to work together on ways to support job growth but this proposal doesn't appear to have been offered in that bipartisan spirit."

Cooperation in Washington could be hard to find in a climate of dysfunction where a nasty feud over the government's debt levels this summer brought the country to the brink of default and led to an unprecedented U.S. credit downgrade.

Fire officials say the blaze broke out shortly before 8 p.m. Friday at a house perched on a slope in the Hollywood Hills.

Nicholson owns the property but no longer lives there, NBC Los Angeles reported. Current occupant Bill Tynan told firefighters that he escaped after waking up to the smell of smoke.

Matt Spence, a spokesman for the Los Angeles Fire Department, said nearly 90 firefighters were on scene with two being taken to a hospital, reportedly to be treated for heat exhaustion.

"This is a large house on a precarious slope," Spence said according to NBC Los Angeles. "It is difficult, and access is touch because of small, windy roads in that area."

The fire was knocked down in about 1 ? hours. The cause of the blaze is under investigation.

According to the Nexis service, Nicholson had lived in the house at one time. After-hours phone messages left for two of Nicholson's representatives were not immediately returned.

Marsh ... masterfully spins a harrowing tale of human arrogance that eventually gives way to cruelty bordering on the pathological.

Nim is as unforgettable as the treatment of him is unspeakable.

Like the experiment itself, "Project Nim" morphs from something inspiring and often humorous to a pointed and disturbing portrait of arrogance run amok. Greed and glory end up overriding decency and altruism, and it's heartbreaking to watch.

What makes this film especially engrossing is that what happened between that chimp and the humans with whom he spent his life in intimate contact turns out to be only half the story that Marsh, who directed the electrifying "Man on Wire," has to tell.

Marsh tells this story clearly and sympathetically, and he has the backlog of film and the witnesses to do so.

At times hilarious but ultimately heartbreaking, "Project Nim" is a great chronicle of the 1970s and all the nutty ideas that implies; academia in particular comes in for a hard reckoning.

Project Nim doesn't try to reconcile its different understandings of Nim -- as an experiment, a child, a projection of various selves, and a complex, independent being.

Marsh is too content framing the entire film around the narrative spun by its subjects, rather than stamping his own authorship on the film, and as a result it lacks the power and depth of his previous work.

After watching this eye-opening documentary, one almost hopes for a rebellion of the chimpanzees like the one seen in the latest installment in the Planet of the Apes franchise.

About as far as you can get from cin?ma v?rit? in its artful combination of archive material, existing documentary footage, newly filmed interviews and dramatic reconstruction, to trace Nim's strange progress.

Despite some heartbreak in the last half, this film brims with humanity and some priceless humour, too.

This many-faceted time capsule sheds little light, but buried inside it are vexing questions and the still-beating heart of a special creature.

Marsh, who made the multi-awarded Man on a Wire, takes no sides but lets the humans speak for themselves, rum lot that they are.

A corrective to all those family films and documentaries, many of them by Disney, that sentimentalise - and patronise - wild animals by trying to turn them into quirky, mentally subnormal humans.

Marsh's poignant film showcases the best and worst instincts of human nature and tells an extraordinary tale.

You end up fearing for the humans who contact him. At the same time, you feel his rage.

The chimp comes out of it well. Homo sapiens, of course, is found wanting.

In Project Nim Marsh is much less concerned with the scientific results of the study than he is with the behavior of the human beings involved, particularly Dr. Terrace whose behavior was, to put it mildly, not a credit to his species.

As a cinema experience, Project Nim was never likely to reach the heights of Marsh's Man on Wire, but the eccentricities of his story made it well worth telling.

One of the best documentaries of the year.

A documentary, stunningly watchable, about the 1970s American research team that explored the "educability" of a chimpanzee.

The saddest part is seeing him being given to a family with no expertise with animals or sign language and then having to adapt to too many different and increasingly restrictive types of lifestyles as he's moved from one place to another.

Intriguing yet ineffably sad, what emerges is not the story of an ape who failed to be human, but a story of human failings.

Nim's journey is profoundly moving...

Buffalo to Host Red Hat Society Convention This Weekend ...

The Wyoming Red Hat Society will have their three-day 2011 State Convention in Buffalo this weekend.

For those not familiar with the Red Hat Society, Buffalo Gals Chapter member Nancy Lick of Buffalo explains what the group is all about and what they do.

The convention will be headquartered at the Johnson County Fairgrounds where most of the activities will happen. Traditional raffles, bingo, square dancing and music, performances by Basque dancers and numerous other fun things are planned at the fairgrounds. The ladies will also tour area attractions, shop, and will also have a parade Saturday morning downtown, after breakfast in Crazy Woman Square.

(AP) ? A Tripoli military official said Wednesday that Moammar Gadhafi is cornered and the days before he is captured or killed are numbered, but another senior defense official contended that Libya's new rulers have no idea where the fugitive former leader is.

The comments are the latest in a series of conflicting statements on the most pressing question still haunting the North African nation ? where is Gadhafi?

The ousted leader, who ruled Libya for nearly 42 years, hasn't been seen in public for months, and has released only audio messages trying to rally his supporters and lash out at his opponents. He went into hiding after opposition fighters swept into Tripoli on Aug. 21. The former rebels are still battling regime loyalists in three Gadhafi strongholds ? Bani Walid, Sabha and Sirte.

Hunting down Gadhafi would help seal the new rulers' hold on the country, and likely trigger the collapse of the remaining regime loyalists still fighting the former rebels.

Anis Sharif, a spokesman for Tripoli's military council, told The Associated Press that Gadhafi was still in Libya and had been tracked using advanced technology and human intelligence. Rebel forces have taken up positions on all sides of the fugitive leader's presumed location, with none more than 40 miles (60 kilometers) away, he said, without elaborating.

"He can't get out," said Sharif, who added the former rebels are preparing to either detain him or kill him. "We are just playing games with him," he said.

He said an operations room manned by about 20 people has been set up in Tripoli to try to track Gadhafi's movements and coordinate the search.

Thousands of fighters have converged on areas outside Bani Walid, some 90 miles (140 kilometers) southeast of Tripoli, and have threatened to attack if residents don't surrender by Saturday. Officials have said the town emerged as a focus because of the number of prominent regime loyalists believed to be inside.

More truckloads of former rebels arrived Wednesday outside Bani Walid, a dusty city of 100,000 strung along the low ridges overlooking a dried up desert river valley on the road connecting Sirte and Sabha.

Abdullah Kenshil, the chief negotiator for the rebels in Bani Walid, told reporters outside a field clinic in Wishtat that Gadhafi's son and one-time heir apparent Seif al-Islam appears to be one of those hiding in the area.

"There's evidence Seif was sighted yesterday in the district of Bani Walid," Kenshil said. "There are a lot of caves, but he has left from the center of the city. No talks with Seif al-Islam."

Two fighters close to Libya's new leaders told the AP that they believe Gadhafi himself is in the town. The fighters, who spoke on condition of anonymity because of the sensitivity of the subject, said they based their suspicion on conversations with residents but did not provide more details.

Bani Walid is the homeland of Libya's largest tribe, the Warfala. In 1993, some Warfala attempted a coup against Gadhafi but were brutally crushed. The masterminds were executed, their homes demolished and their clans shunned while Gadhafi brought other members of the tribe to dominance, giving them powerful government jobs and lucrative posts.

However, Deputy Defense Minister Mohammad Taynaz told the AP that the former rebels don't know where Gadhafi is, and said the fugitive leader could still be hiding in tunnels under Tripoli.

He said the manhunt was not a focus for his men.

"Our priority is to liberate all of Libya," he said. "Once the country is free, there will be nowhere for him to hide in Libya."

Taynaz and Sharif both said that the former rebels are receiving no assistance from their NATO allies in the hunt, although the alliance, which launched its air campaign against Gadhafi's regime in March under a U.N. mandate to protect civilians, has continued to hit loyalist targets since Tripoli's fall.

The alliance said airstrikes Tuesday around Sirte ? Gadhafi's hometown ? hit six tanks, six armored fighting vehicles and an ammunition storage facility, among other targets. They also targeted the Gadhafi loyalist strongholds of Hun, Sabha and Waddan.

NATO Secretary-General Anders Fogh Rasmussen also told reporters in the Czech capital of Prague that the military alliance's sole aim in Libya is to guarantee the safety of the country's civilian population.

"I have no information whatsoever on his (Gadhafi's) whereabouts," Fogh Rasmussen said. "He is not a target of NATO's operation."

Convoys of former regime loyalists, including his security chief, fled across the Sahara into Niger this week in a move that Libya's former rebels hoped could help lead to the surrender of the last bastions of his support.

In Niger's capital, Niamey, Massoudou Hassoumi, a spokesman for the president, said Gadhafi's security chief had crossed the desert into Niger earlier this week.

Mansour Dao, the former commander of Libya's Revolutionary Guards who is a cousin of Gadhafi as well as a member of his inner circle, is the only senior Libyan figure to have crossed into Niger, said Hassoumi.

He added that the group of nine people also included several pro-Gadhafi businessmen, as well as Agaly ag Alambo, a Tuareg from Niger who led a failed uprising in the country's north before crossing into Libya, where he was believed to be fighting for Gadhafi.

In Washington, State Department spokeswoman Victoria Nuland said 20 to 25 military and senior officials were in the convoy.

The Libyan loyalists are being held in government villas in Niger's capital and are being closely monitored by Nigerien authorities, Nuland told reporters. None are subject to United Nations sanctions. Authorities in Niger are speaking with them to determine their status and intentions.

She said Niger has been in contact with Libya's new leaders to discuss the fate of the detainees and their property, and it is taking measures to strengthen its borders.

White House spokesman Jay Carney said the U.S. has urged Libya's neighbors, in particular Niger, to detain Gadhafi and members of his family if they seek refuge in another country.

Hassan Droua, a representative of Sirte in the rebel's National Transitional Council, said he had reports from witnesses that a convoy of cars belonging to Gadhafi's son, Muatassim, was headed for the Niger border loaded with cash and gold from the city's Central Bank branch.

Algeria confirmed last week that the ousted leader's wife, his daughter, two of his sons, and several grandchildren had crossed into Algeria.

The West African nation of Burkina Faso, which borders Niger, offered Gadhafi asylum last month. On Tuesday, Burkina Faso distanced itself from Gadhafi, indicating he would be arrested if he went there.

Libya's new rulers, meanwhile, took a symbolic step toward shifting their administration from the eastern city of Benghazi to Tripoli with the arrival of Mahmoud Jibril, the head of the former rebels' acting Cabinet, in Tripoli.

In financial crisis, Post office turns to Congress (AP)

WASHINGTON ? Postmaster General Patrick Donahoe warned that the Postal Service is on "the brink of default" as he battles to keep his agency solvent. Without legislation by Sept. 30, the agency "will default on a mandated $5.5 billion payment to the Treasury," Donahoe told the Senate Homeland Security and Governmental Affairs Committee on Tuesday.

And with no congressional action, a year from now, next August or September, the post office could run out of money to pay salaries and contractors, hampering its ability to operate, Donahoe said.

"We do not want taxpayer money," Donahoe said, "We have got to get our finances in order."

Committee Chairman Joe Lieberman, I-Conn., said: "We must act quickly. The U.S. Postal Service is not an 18th century relic, it is a 21st century national asset, but times are changing rapidly now and so, too, must the post office."

Sen. Susan Collins, R-Maine, noted that the post office supports a $1.1 trillion mailing industry employing more than 8 million people in direct mail, periodicals, catalogs, financial services and other businesses.

Sen. Tom Carper, D-Del., noted several proposals have been put forward to improve postal operations and said that Congress needs to work on areas where agreement can be found. Both Carper and Collins have introduced bills to reform postal operations, and measures have also been introduced in the House.

Donahoe and his predecessor John Potter have warned for months that without changes in the law governing postal operations the Postal Service will be unable to make advance payments to cover future retiree medical benefits.

Staggered by the economic downturn and the massive shift from first-class mail to email, the post office lost more than $8 billion last year and is facing losses at least that large this year, despite having cut 110,000 jobs over the last four years and making other changes, including closing smaller, local post offices.

The Postal Service, which does not receive tax money for its operations, is not seeking federal funds.

Instead, postal officials want changes in the way they operate, including relief from the requirement that it prefund medical costs. No other federal agency has to prefund retiree health benefits, but because of the way the federal budget is organized the money counts as income to the government, so eliminating it would make the federal deficit appear larger.

When Congress restructured postal operations in 2006 it ordered the agency to establish a separate fund to begin covering those benefits, instead of using money for the post office's general fund, starting in 2017, and to make annual advance payments to that account. The payment due Sept. 30 would be $5.5 billion.

Also, the post office wants to reduce mail delivery to five days-a-week; close 3,700 offices, further cut the workforce by up to 220,000; and to withdraw from federal retirement systems and set up its own. It also seeks the return of $6.9 billion it overpaid into retirement funds.

Contracts with its employee unions currently strictly limit layoffs and closing post offices riles local communities who complain to their members of Congress.
